                                                                                Perlu ada rancangan khusus untuk
                                                                                sekolah  kecil  kerana  keadaannya
                                                                                tidak sama. Perlu ada dasar tertentu
                                                                                bagi menangani sekolah yang tidak
                                                                                mencapai standard. Sekolah Kluster
                                                                                kebanyakannya terletak dalam bandar
                                                                                dan bersedia untuk mencapai standard
                                                                                antarabangsa. Langkah ini memajukan
                                                                                sekolah yang sudah maju. Sekolah
                                                                                yang  tidak maju (yang bukan Sekolah
                                                                                Kluster),  tidak dimajukan. Di mana
                                                                                keutamaan kita?


                                                                                Maka, perlu ada dasar-dasar tertentu
                                                                                bagi memajukan sekolah yang tidak
                                                                                mencapai standard kebangsaan. Guru
                                                                                yang terbaik harus mengajar di sekolah
                                                                                rendah. Sekolah rendah permulaannya
                                                                                tidak sama. Ada yang maju, ada yang
          untuk menggerakkannya. Sebagai contoh, peperiksaan    tidak. Bukan kerana kepimpinan atau perguruan tetapi
          UPSR. Keputusan 5A dianggap terbaik. 3A dianggap
                                                                masyarakatnya yang tidak maju. Jika satu ukuran sahaja
          sederhana. Sekiranya 50% ke atas murid mendapat 3A,   gunakan untuk semua, pencapaian standard yang
          sekolah itu dianggap mencapai standard. Jika di bawah   seragam menjadi sukar kerana latar belakang masyarakat
          50%, ia dianggap mencapai substandard. Kajian perlu
                                                                yang berbeza. Capai dahulu standard kebangsaan barulah
          dilakukan terhadap bilangan murid dan keadaan sekolah   standard antarabangsa akan datang sendiri seperti yang
          bagi mendapatkan gambaran sebenar.

          Yang Berbahagia Tan Sri Datuk Seri Panglima Dr Abdul Rahman Arshad is the Chancellor of UCSI University – a position he held
          since 23 February 2006. Throughout his career, Tan Sri has proven himself to be an expert and a leader in both business and
          education, having worked with both governmental and international organisations including the United Nations Scientifi c
          and Cultural Organisation (UNESCO), the Southeast Asian Ministers of Education Organisation Regional Centre for Educational
          Innovation and Technology (SEAMEO INNOTECH), the Islamic Educational, Scientifi c and Cultural Organisation (ISECO), the
          Commonwealth Secretariat, and the Regional Institute of Higher Education Development (RIHED). He has also held numerous
          positions of leadership and honour including as Education Consultant to the World Bank and Chairman of the Advisory Panel
          to the Minister of Education on the Cluster School Project, as well as serving as Chairman for several major companies.

          Receiving his Bachelor’s degree from the University of Malaya, Tan Sri then went on to receive his PhD from the University of
          East Long, England. In addition, he also holds honorary degrees from the University of Saskatchewan, Canada; Heriot-Watt
          University, Scotland; the University of East London, England; Universiti Putra Malaysia; University Teknologi MARA; the University
          of Malaya; University Pendidikan Sultan Idris; and UCSI University.
